dc.description.abstract With the electoral victory of the African National Congress (ANC ) in 1994, a series of laws and policies were introduced and implemented to end centuries of racial discrimination. In his inaugural address as the first black President of South Africa, Nelson Mandela stated that: Never, never and never again shall it be that this beautiful land will again experience the oppression of one by another and suffer the indignity of being the skunk of the world.
