South Africa has, over recent decades, developed an extensive framework of legislation and policy, to give effect to the right to basic education for every child. This paper summarises what has, and has not, been achieved with respect to the right to basic education. It also discusses the efforts of Equal Education (EE) to force the state to comply with its own policy framework as an important civil society initiative. |
