The focus of this chapter is on the role of SOEs in South Africa's industrial policy, which is only one of the areas in which a role has been identified for these enterprises since the advent of democracy in 1994. Nevertheless, industrial policy, like most I will demonstrate below. Consequently, this analysis provides one way of answering the questions raised above. The starting point, however, is firstly to examine the African National Congress (ANC) government's approach to SOEs since 1994. |
