dc.description.abstract In this study the authors examine people's attitudes to Batho Pele (`People First'), government's statement of principles to govern public services. They assess people's responses to statements relating to the Batho Pele principles in practice in municipalities and find that attitudes vary according to each principle but, taken as a whole, there is a gap between principle and practice. en
