In a country where the constitution is supreme, it is no idle exercise to refer to its underlying values when considering possible changes to an institution as important to our national life as the electoral system. While the electoral system itself cannot by any means guarantee a perfectly democratic state, few could contest that the matter in which a society chooses its representatives plays a crucial role in determining the broader political climate. |
