dc.description.abstract South Africa is beginning to develop programmes to address skills development for enterprise development. However, the knowledge base on which these are based is very weak given the lack of detailed academic research on this field in South Africa to date. Moreover, there is a tendency for sectoral specialists in parts of this area to develop interventions in ignorance of trends and experience in other sectors. It is important, therefore, to consider the lessons that are provided by experiences in this area in other parts of Africa in the last forty years. This paper reviews such experiences. en
