dc.description.abstract The aim of this chapter is to analyse perceptions of infrastructure and service delivery since 1994 by comparing two Human Sciences Research Council (HSRC) surveys targeted a representative national survey of 2 200 adults in each case. The delivery of services is one way in which to interpret the success of the empowerment programme outlined in the Reconstruction and Development Programme. en
