Abstract:
This chapter covers the period of 1994 to 2001, beginning by summarising events and outlining the interconnection of the various programmes under way at Dwesa-Cwebe. The chapter then unpacks these events and policies in the three areas that show the sharpest discontinuity with the past: conservation and forest management land reform, and distribution of benefits from development within the protected area (PA). In each of these areas, new policies promise to break with the practices of the past century.
