Abstract:
This policy brief addresses the little-attended to question of employee responsibilities as opposed to their rights. Recognising the controversial nature of the subject of this policy brief, this study unpacks the notion of ���problematic��� workers through an analysis of the causes and effects of this phenomenon. It also
examines solutions for managing it better. The policy brief is based on a case study of the Buffalo City Metropolitan Municipality (BCMM) in the Eastern Cape.
