Abstract:
This policy brief addresses the little-attended to question of employee responsibilities as opposed to their rights. Recognising the controversial nature of the subject of this policy brief, this study unpacks the notion of ???problematic??? workers through an analysis of the causes and effects of this phenomenon. It also
examines solutions for managing it better. The policy brief is based on a case study of the Buffalo City Metropolitan Municipality (BCMM) in the Eastern Cape.
